CCTV news: On May 30, the National Energy Administration issued the "Notice on Matters related to the construction of wind power photovoltaic power generation projects in 2019" (hereinafter referred to as the "Notice"), which gives priority to the construction of unsubsidized affordable Internet access projects, and then carries out the competitive allocation of projects requiring state subsidies. This will be a major shift for the wind power photovoltaic industry.

The Circular puts forward general requirements for the construction of wind and photovoltaic power generation projects in 2019, including giving priority to the construction of affordable access projects on the basis of implementing the power delivery and consumption conditions of affordable access projects, and then carrying out competitive allocation of projects requiring state subsidies. At the same time, the competitive allocation of subsidy projects will be strictly regulated. This means that the relevant departments of the state will no longer set the annual subsidy installation scale, but according to the declared electricity price under a certain annual subsidy total scale, the market to determine the subsidy installation scale.

In addition, the circular also pointed out that the power supply and consumption conditions should be fully implemented, and priority should be given to ensuring the power supply and consumption of affordable Internet access projects. According to the requirements of the Ministry of Finance, in 2019, the total subsidy budget for new photovoltaic projects will be 3 billion yuan. According to experts, that is, the subsidy of photovoltaic power generation is less than 10 cents per kilowatt-hour.

Shi Jingli, Researcher of the Energy Research Institute of the National Development and Reform Commission: We hope that in about three years, our photovoltaic products can reach a full parity without subsidies. So, these three years or so will be a good transition period. At the same time, during these three years or so, our inventory of projects, parity projects and bidding projects will be in a parallel construction and development stage.
