3, the policy to promote the development of wind power photovoltaic: speed up technological progress to reduce the intensity of subsidies


In the wind power sector, we will encourage and support the priority construction of affordable on-grid wind power projects under the same conditions. First, for regions that do not need state subsidies to allocate total project scale in 2019, the construction of affordable on-grid wind power projects that match the consumption capacity can be carried out on the premise of ensuring that the consumption conditions are met. Second, in terms of the allocation of regional consumption capacity, on the basis of not affecting the electricity consumption of grid-connected and approved effective projects, the calculated and confirmed consumption capacity is preferentially allocated to new affordable Internet access projects. Third, for projects under construction that have been approved and are valid, if the consumption capacity is limited, priority should be given to the voluntary conversion to the power transmission and consumption of affordable Internet access projects.


Li Qionghui, director of the Institute of New Energy and Statistics of the State Grid Energy Research Institute, pointed out that the absorption conditions are an important influencing factor for the new scale. The emphasis on the implementation of grid-connected and absorption conditions is to solve the problem of volume in technology, which helps to promote the coordination of grid sources and promote the high-quality development of new energy, especially wind power and photovoltaic.




4. It is suggested that the photovoltaic plate or the bottom rebound mechanism pay attention to the relevant labels


Market participants predict that in the second half of 2019, "affordable Internet access" will usher in a concentrated outbreak, domestic demand will rise, overseas demand will maintain a buoyant momentum, and the whole photovoltaic industry chain may usher in a rebound.


Soochow Securities analysts said, the formation of market-oriented resource allocation tone, the domestic photovoltaic stable progress in the work goal strengthened again, maintain the previous domestic 45-50GW, the global installed capacity expected target of 130GW. The second half of the year will officially start the domestic market, overseas will also enter the traditional peak season, domestic and foreign markets will resonate.




5. The scale of Shaanxi wind power photovoltaic parity online project ranks second in China


According to Shaanxi Daily, among the first batch of wind power and photovoltaic power grid parity projects announced by the National Development and Reform Commission and the National Energy Administration in 2019, the 2.24 million kw wind power and photovoltaic power grid parity projects declared by Shaanxi Province have all been included in the national plate, accounting for 10.7 percent of the country's total installed capacity, ranking second in China.


6. In Zhangjiakou, Hebei, the installed capacity of photovoltaic power generation and other new energy sources accounted for more than 70%


In recent years, Zhangjiakou, Hebei Province, a national renewable energy demonstration zone, has accelerated the construction of wind power, photovoltaic, photovoltaic and biomass power generation bases, relying on the opportunity of the Beijing-Tianjin-Hebei coordinated development and the 2022 Winter Olympics jointly hosted by Beijing in Zhangjiakou. According to the Zhangjiakou Power Supply Company of State Grid, the total installed capacity of wind power, photovoltaic, solar thermal and biomass energy in the region has reached 12.347 million kW, accounting for 72.32 percent of the total installed capacity.
